 "Baseline" criteria represents criteria that is important to your company.
The Baseline is the standard that all candidate sites will be compared to.
Location - Local Amenities

Is the site within 20 miles of a Population Center?
Is the site within 20 miles of education centers of Universities?
Are there many local service amenities within walking distance (Food, Banks, Grocery, Retail...)?
